Changing systems can lead to widespread, long-lasting and impactful improvements. Where important problems are neglected, addressing the structural reasons that lead to the neglect can be better than advocating for specific issues.
Effective policy-making requires systems that support long-term thinking and evidence-based decision-making. We advocate for reforms that strengthen these capabilities across government.
